John Boehner Proposes Legislation With New Payroll Tax Plan

John Boehner has introduced legislation that would extend a payroll tax cut into 2012, as well as restructuring unemployment compensation.

The new measure, released today, would also extend write- offs for capital investments and postpone cuts to physician reimbursements from Medicare for two years, reports Politico.

By broadening the package to include other GOP political priorities, Boehner risks possibly losing Democratic votes.

The bill also defies Obama's threat to veto the package by including a provision to advance the controversial Keystone XL pipeline.

It also includes other restrictions on illegal immigrants and the new healthcare law that is likely to incur the wrath of Democrats, Bloomberg reports.

Though the legislative package was not made publicly available, it includes a routine pay rate adjustment for doctors who treat Medicare patients.

The House Speaker’s bill’s cost would be covered by savings from extending a pay freeze for civilian federal employees, selling portions of the wireless spectrum and limiting tax credits for illegal immigrants, reports Bloomberg.

Boehner said after a closed meeting Thursday with GOP lawmakers, "The American people can't wait, as the president said.”

"At a time when the American people are still asking the question, where are the jobs, I think this is a bipartisan proposal that the president ought to endorse,” he said, The Los Angeles Times reports.

The House are expected to vote on the measure proposed by the Ohio Republican next week.
